On January 24, the next meeting of the Scientific Council was held at Sumgayit State University.

Rector Prof. Elkhan Huseynov opened the meeting and welcomed the members of the Council and noted that the biggest achievement in the history of SSU is the institution of the Dissertation Council. 6 persons defended their dissertation works in Dissertation Council in 2018. Five of them have already received their diplomas and one has passed the Expert Council. At present 3 Dissertation Councils are functioning in 6 specialties at our university. Dissertation Council for Petrochemistry and Organic chemistry specialties carries out defense of dissertations for awarding scientific degrees in the field of chemistry; Dissertation Council for the specialties of Information measurement and management systems and System analysis, Management and information processing for awarding scientific degrees in the field of technics; Dissertation Council for the Azerbaijani language and Azerbaijani literature specialties for awarding scientific degrees in the field of philology.

The rector congratulated the chairmen of the dissertation councils, professors Akbar Aghayev, Ramazan Mammadov and Agil Huseynov and wished them success in their responsible work.

Then the rector congratulated the employees with academic degrees and titles. He noted that in 2019, 19 people received degrees and academic titles from SSU, including 1 doctor of science, 11 doctors of philosophy and 7 associate professors.

The meeting continued with discussion of issues on the agenda.

The head of the working group Zafar Huseynov made a speech on the “Strategic Development Plan of SSU” (2020-2025). He said that the development of human capital based on knowledge and innovation has been recognized as an important direction in “Strategic Development Plan of SSU” according to “Azerbaijan 2020: Looking into the Future” Development Strategy, "State Strategy for Education Development in the Republic of Azerbaijan" and "State Program for Increasing International Competitiveness of Higher Education System in the Republic of Azerbaijan for 2019-2023".

Chairman of the Commission Prof. Mahammadali Zarbaliyev informed about the provision of SSU with educational literature. He spoke about the activities of the Department of "Recruiting and Bookkeeping", "Service (reading room)", "Information-bibliography" and "Artistic literature", functioning at the SSU Scientific Library, intensity of use of the reading room by students, storage and preservation of books, and the restoration and return of classic and defective (old) books.

Director of the Teaching Methodical Center Faig Shirinov said that the Regulations and rules on the organization and conduct of internships on specialties, and the diary of the students' pedagogical internship have been prepared in new forms. Faig Shirinov offered their approval. Following the discussion, the regulations and rules were approved.

Scientific secretary Prof. Mukhtar Samadov informed about granting the right of publication to the textbooks. He noted that the Scientific Council received 32 methodical means. After the discussions, the publication of teaching materials was permitted.
