THE II INTERNATIONAL SCIENTIFIC CONFERENCE "INFORMATION SYSTEMS AND TECHNOLOGIES: ACHIEVEMENTS AND PERSPECTIVES" HAS STARTED AT SSU IN THE FORMAT OF A VIDEO CONFERENCE
On July 9, Sumgayit State University and the Institute of Control Systems of ANAS jointly organized the II International Scientific Conference "Information Systems and Technologies: Achievements and Perspectives" in the format of videoconference. Along with Azerbaijani universities, scientists from leading universities in Turkey, Russia, Bulgaria and other countries took part in the conference.
Opening the conference, the rector of the university, Professor Elkhan Huseynov, greeted the guests and participants of the event and expressed his pleasure to see them. He noted that today the world is struggling with the global threat pandemic COVID-19 and is trying to use all possible options to get the population out of the difficult situation with minimal losses. One of the main conditions for humanity to get out of this situation is unity and solidarity. Since the beginning of the COVID-19 pandemic in the world, under the leadership of President Ilham Aliyev, the Republic of Azerbaijan has taken the necessary initiatives and taken practical steps to strengthen international solidarity in the fight against coronavirus at the regional and global levels. In order to minimize the effects of the pandemic, the President of the Republic of Azerbaijan has taken timely and prompt decisions and taken preventive measures to prevent the spread of the pandemic. First of all, the health care system has been strengthened, sustainable support mechanisms have been introduced for the socially vulnerable population, and important steps have been taken to ensure economic stability. The whole country welcomed these timely steps with great sympathy.
Speaking about the importance of the conference, the rector said that today we are participating in the international scientific conference "Information Systems and Technologies: Achievements and Perspectives", traditionally organized by Sumgayit State University and the Institute of Control Systems of ANAS. This is the second conference dedicated to the topic. The first conference was held in 2018. Taking into account the urgency of the topic, it was decided to hold the conference every two years. Because information systems and technologies are a rapidly developing field, both theoretically and practically, and, of course, there is a need for scientists to exchange views on the achievements and future tasks in this area since the last conference.
The rector also noted that since the end of the twentieth century, in a modern, globalized world, the development of information and communication technologies has become one of the priorities in every country. Revolutionary changes in this direction in a short time led to the rapid development of our world in terms of ICT, and today it is impossible to imagine any country without ICT, the Internet, high technology. In Azerbaijan, which is considered a part of the modern world, information and communication technologies are widely used today. The development of the information technology sector in our country, which is an integral part of ICT, is associated with the name of Heydar Aliyev. Heydar Aliyev, who laid the foundation for the development of the information and communication technologies sector in Azerbaijan in the 70s of the last century, knew with his foresight that the new century, the new era will be the ICT century, the ICT era. Training of talented scientists and experienced specialists in electronics, automation and computer science at the Academy of Sciences, universities and field institutes in 1970-80, construction of plants for the production of electronic equipment, Institute of Cybernetics, Space Research Center, Information and Communication Scientific Center, “Neftgazavtomat” and establishment of other research institutions, etc. these were the steps calculated for the future by Heydar Aliyev. The construction and commissioning of such large industrial complexes as AZON, NORD, Radioplant, Electronic Computers Plant, “Satellite” and “Ulduz” were also valuable contributions of the national leader to the development of ICT in Soviet times. One of the main points to note here is that the steps taken by Heydar Aliyev to develop ICT, not only the work done in the capital, but also similar steps were taken in the regions. Thus, more than 30 electronic and instrument-making plants have been launched in Nakhchivan, Tartar, Mingachevir, Shirvan, Ganja and Sumgayit. "Microelectronics", "Cascade" special design bureaus began to operate. Material and technical base for the training of ICT specialists has been created in higher education institutions such as Baku State University, Sumgayit State University, Azerbaijan State University of Oil and Industry, Azerbaijan Technical University, Azerbaijan State Economic University, Nakhchivan State University.
One of the greatest achievements of our country in the field of ICT during the years of independence, especially during the years of Ilham Aliyev's presidency, is the establishment of the space industry in Azerbaijan. As it is known, in connection with the order of the President "On the establishment of the space industry in the Republic of Azerbaijan and the launch of telecommunications satellites into orbit" dated November 4, 2008, a relevant state program was prepared with the participation of well-known scientists and specialists. The state program included the creation and development of the space industry, the launch of telecommunications satellites, the establishment of a ground center for receiving and processing space information, the continuation of work with the ITU to obtain orbital positions, as well as other important tasks. Thus, the 64th session of the UN General Assembly adopted a resolution on the Trans-Eurasian Super Information Highway project, which marked the beginning of the establishment of the space industry in Azerbaijan. A year later, in 2010, “Azercosmos” OJSC was established. The launch of Azerbaijan's first telecommunications satellite Azerspace-1 from the Kuru cosmodrome in French Guiana on February 7, 2013 was the biggest contribution to the "Year of Information and Communication Technologies" announced by the President of the Republic of Azerbaijan. The third telecommunications satellite of the Republic of Azerbaijan, Azerspace-2, was launched into orbit on September 25, 2018.
Co-chair of the conference, director of the Institute of Information Systems of ANAS, academician Telman Aliyev spoke about the importance of the International conference dedicated to the topical issue for the modern period. He stressed the importance of holding such a conference at a time when we live in the age of information and communication technologies. He said that currently the development of any country depends on the level of development of information and communication technologies. In particular, the role of ICT in the implementation of socio-economic policy is growing rapidly. Serious steps are being taken in Azerbaijan to develop ICT. In addition, the Government of Azerbaijan, which declares the development of ICT as a strategic task, attaches great importance to the application of high technologies in the educational process, as well as in other important sectors of the economy, especially in the pandemic, and has made a number of important decisions. As a result, Azerbaijan is constantly advancing in the ranking of information and communication technologies.
Professor of Bulent Ecevit University of the Republic of Turkey Ahmet Altun spoke about the importance and significance of the online conference on "Information Systems and Technologies: Achievements and Perspectives". He noted that currently the political and economic relations between Azerbaijan and Turkey are developing at a high level in cooperation in science, education, culture and other fields. The plenary session of the II International Scientific Conference on "Information Systems and Technologies: Achievements and Prospects" continued under the joint chairmanship of SSU Rector Professor Elkhan Huseynov and Director of the Institute of Information Systems of ANAS, Academician Telman Aliyev.
Afterwards the following scientists made report on: "Nonlinear dynamics in management engineering and critical manifestations characteristic of this field" by Professor of Sumgayit State University Ali Nagiyev, "Blockchain scaling and distributed registry technology" by Professor of the Department of Mathematics of Aegean University of Turkey Urfat Nuriyev, Professor of the Institute of Control Systems of ANAS Asif Rzayev "Technology of measuring the productivity of low-flow wells with low water content in the trap", Associate Professor of Voronezh State Technical University of Russia Popova Olga Ivanovna "Algorithms of formation of the trajectory of the three-dimensional processing cutting tool”, Professor of Ufa State Oil Technical University Zakhornichnaya Marina Mikhailovna "Assessment of the degree of damage to the inner surface of the resonator density meter Solartron 7830 after operation."
The speakers noted that the organization of such conferences is of great importance in terms of coverage and awareness of the work done by various information technology structures. We believe that such conferences will stimulate future innovations in information technology.
Executive Secretary Gadir Mansurov, Head of the Department of Information and Computer Engineering of the Faculty of Engineering, informed about the further work of the conference. He said that the conference will continue for two days after the plenary session on 6 sections.
